Create functionality to update rubrics in the candidate process

Candidate submission form should have ability to add more (separate data structure or one form)

Could we have multiple levels of fields that are customizable

Might be a huge overhead, alternate is to use combination ID, where you can add additional fields

Do we need another visualization (other than spider chart)?

Can we send the candidate request back to to the applicant? Rework and resubmit.
