Render custom header/navigation and footer based on URL

Do some middleware research - can see example middleware in GovStack branch.

For the FAO portal, we can use the same list and detail pages (for now). But we want to be able to render a different header and footer based on the URL. If the URL is from the FAO tenant, set up middleware that will render the standard product (or other) list or detail view, but with an FAO header/navigation and footer.

Create a placeholder header and footer for FAO.

Alternately, explore if we could create a simple page template, allowing the user to upload a logo, hero image, select header/footer color, and html content for the page as well as footer content.
